Cohort Panel Project in Korea for Supporting Youth

The youth employment challenges in Korea have exacerbated due to factors such as skills mismatches and the lack of adequate job opportunities for young people. To improve youth employment in Korea, KEIS has been conducting a cohort panel survey for youth since 2021. KEIS intends to support the formulation of employment policies to tackle youth unemployment and contribute to related research in the international community, through sharing outcomes and evidence from the survey. The lead entity of the commitment is Korea Employment Information Service (KEIS), which is funded by Korea’s Ministry of Employment and Labor (MOEL).

The youth panel(YP) survey project is mainly composed of three cohorts. The project was initially started in 2001. From 2021, a new survey named ‘‘YP 2021’’ was launched with about 12,000 target samples aged 19 to 28, by considering the standard guidance on "youth" age groups based on the Framework Act on Youth.

Currently, the team is working on the production of basic database and primary research to start the next survey project. At this time, the survey's topic includes young people's school life, job searching history, job experiences, career guidance, motivation for job searching, and individual's household background.

The outcomes of this project will be used to support the formulation of youth policies and systems such as education, employment, and welfare for youth in the future.

KEIS will share research findings from the survey at the Academic Conference on Employment Panel Survey and through publishing annual survey results.

    a) an academic conference on the employment panel survey;

    (b) publishing of the survey results report (annually). Those outcomes, especially the final report will be used for developing youth policies to reduce high unemployment rate of youth and promote their job searching supported by the research data.
